Rose Tinsley Consulting is a two-person GIS consultancy based in Essex. We work with organisations across the UK to turn spatial data into practical insight, whether that's supporting portfolio management, planning infrastructure, or building internal GIS capability. Our approach is deliberate, collaborative, and built for longevity.
Many organisations already hold valuable spatial data but aren't making full use of it. We founded Rose Tinsley Consulting to bridge that gap, helping clients unlock the strategic potential of location intelligence without the overhead of maintaining permanent GIS teams.
We're a small practice by design. When you work with us, you work directly with Eilish and Noel, meaning no account managers, and no layers. Projects are scoped carefully, delivered transparently, and documented thoroughly so that outcomes endure beyond our involvement.

Eilish Tinsley Msc
Founder and Director
Eilish Tinsley founded Rose Tinsley Consulting in 2024, bringing with her over a decade of experience in the geospatial sector. She holds a Master’s degree in Geographic Information Science from the University of Leeds, graduating with Merit in 2023.
Throughout her career, Eilish has worked across a wide range of sectors including renewable energy, real estate, civil infrastructure, and highways. Her expertise lies in combining technical GIS capability with strategic insight to deliver solutions that unlock the power of place and create long-term value for clients.
Noel Pudney LLB
Technical Assistant
Noel graduated from the University of Reading with a 2:1 in LLB Law. He previously worked as Assistant Practice Manager in the Planning and Environment team at a leading barristers’ chambers.
In September 2025, Noel transitioned into the geospatial sector by joining Rose Tinsley Consulting Ltd. He brings with him strong organisational and administrative expertise, overseeing the day-to-day operations of the consultancy. Alongside this, he also contributes to project delivery, supporting the firm’s technical and client-focused work.
